Monday Morning VGT View: Skill Game Money in Pennsylvania’s Final Election Week

The machines are dark, the rules aren’t written, and the industry is spending heavily on the election that may decide what comes next.

What the filings show

Spotlight PA reported Oct. 30, from campaign finance filings covering Sept. 15 to Oct. 19, that Republican Stacy Garrity raised almost $5.4 million, more than in the rest of her campaign combined. At least $4.5 million of it, over 80%, came from skill-games interests. The largest gifts:

  • $2 million from the Pennsylvania Amusement and Music Machine Association (PAMMA)

  • $2 million from John D. Conley, owner of Pinnacle Vending

  • $500,000 from Joseph Rocca, a Pittsburgh-based distributor

  • $100,000 from PA Future Fund

  • $20,000 from venture capitalist Paul Martino

Gov. Josh Shapiro raised just over $8 million in the same stretch and spent about $24 million, including at least $13 million on media. Spotlight notes he has taken industry money too, including $50,000 from the industry’s main PAC in June.

Where the law stands

Nothing changed on the legal front. In June the Pennsylvania Supreme Court held that roughly 70,000 skill games are slot machines, stayed enforcement until Oct. 13, and lawmakers let that date pass without acting. As of this week, there is no framework for a return.

Why this matters for operators and locations

Money in a campaign isn’t a policy. The three proposals in circulation (a $500 monthly per-machine fee, a gross-revenue tax like casinos pay, a flat fee) would each treat a small operator and a host location differently, and none has been agreed by both chambers. Whoever wins on Nov. 3, a new legislature and a new budget cycle mean a long runway, not a quick reboot.

My view

This is my opinion, not legal advice. Heavy industry spending raises the political temperature on an issue that was already divided across party lines. Expect scrutiny of operator practices to rise with it. The operators and locations that document their compliance and their ancillary sales now will be best placed to make their case in 2027.

Illinois / Chicago check

IGB lists pulled Oct. 30 (City = Chicago): 78 licensed, 285 pending, 2 denied. Licensed and denied are unchanged; pending is one lower than the 286 reported Oct. 29, with no decision on record to explain it. No new City Council action confirmed.

Other markets

Missouri, Georgia, Texas, Nevada, West Virginia, Montana, Oregon, Nebraska: nothing confirmed dated Oct. 29-30.
